Vasif Eyvazzade
Founder & CEO | NOEVIQ GROUP
Vasif Eyvazzade is an international executive, entrepreneur, and institutional transformation leader with over 20 years of experience in organizational development, global knowledge exchange, education, and international partnerships.
Vasif is the Founding Chief Learning and Partnership Officer of the Chartered Culture and Education Institute (CCEI), a U.S.-based organization that has served more than 10,000 learners across 40+ countries. Through CCEI, he established GovEX Academy, regional and country LearningHubs, Culture, Science and Education Labs, and the Career and Life Design Lab. He also founded the World Culture Index and co-founded the Intelligent Organizations Hub (IOHub).
He has led 30+ international projects in partnership with the United Nations, UNESCO, UNAOC, European Union, ICESCO, and other global institutions. As an international taskforce leader of the World Forum on Intercultural Dialogue, he facilitated knowledge exchange and international partnerships involving 150+ countries, 40+ international organizations, and 10,000+ participants across more than 200 events. He has participated in 500+ international conferences as a speaker or attendee and traveled to more than 80 countries, developing extensive cross-cultural and institutional expertise.

His leadership roles include President of the Culture Commission of UNESCO's General Conference (2021), Chairman of Azerbaijan's National Commission for ICESCO (2015–2022), senior leadership positions within Azerbaijan's Ministry of Culture (2012–2022), and Founding Chairman of the Azerbaijan Creative Industries Federation. His professional experience also includes roles at PNC Bank and Jhpiego, a Johns Hopkins University affiliate, in the United States, as well as leading knowledge-sharing and capacity-building initiatives at Global Communication and Innovation Company.
He is an Ed.D. candidate in Human and Organizational Learning at George Washington University and holds graduate qualifications in business innovation, public administration, and international affairs from institutions in Spain, the United Kingdom, and Azerbaijan. His executive education and professional development include programs at Johns Hopkins University, Stanford Graduate School of Business, and the University of South Florida, along with training associated with HRCI, SHRM, and PMI. His areas of specialization include leadership coaching, AI leadership, design thinking, organizational culture, workforce development, and learning intelligence.
A two-time recipient of Presidential Awards from the Republic of Azerbaijan, Vasif has also received U.S. EB-1A Extraordinary Ability classification in recognition of his achievements in the creative economy and intercultural partnerships.
